To eliminate the identification of ethnicity with economic function, NEP set a clear goal of eradicating poverty and restructuring the economy. According to Tun Abdul Razak, one of the things that could be done was to redistribute the wealth to increase the citizens' ownership especially the Bumiputeras. Besides redistributing the number of wealth, the other goal was to increase the economic growth. While encouraging the growth of non-Bumiputera business, commerce and trade interests in absolute terms, this economic growth would allow the non-Bumiputera ownership or share in the economy to decrease, simultaneously. Bumiputera's share would increase without outnumbering the share of non-Bumiputera's. This proved just how brilliant Tun Abdul Razak back then at handling the slight downfall of the economy.
